RESPONSIBILITIES:
Support the Landing Systems IPT and Budget Analyst with the creation of funding documents and PIDs, financial tasks, data calls and budget submissions for the RDT&E & OMN appropriations. Assist with creation of and review of Spend Plans, WAAs, and financial documentation. Update SAP cost planning and create and maintain project and budget structure data in SAP.
Track fund balances, create spreadsheets, assist with preparation for briefings and meetings, promulgate information and other duties as assigned. Maintain financial spreadsheets and tracking logs, and assist in compiling financial data in response to requests for information and data calls.
Reconcile all active fiscal year funds. Monitor obligation and expenditure status. Work with Comptroller and Field Activity Analysts to resolve problem postings, Unmatched Disbursements, and cost over-runs.
Provide financial direction and guidance to the Assistant Deputy Program Managers and other IPT members.
REQUIREMENTS:
Bachelor's degree from an accredited college or university, plus a minimum of ten (10) years experience in financial and management organization. A minimum of eight (8) years out of the prior ten (10) years of experience must include applying business/financial skills. Demonstrated experience in performance of cost and financial analysis of both commercial aerospace/defence contractors and government activities. Experience with the economic trends of the defense industry and the US economy in general, in order to evaluate the impact of economic factors beyond the control of the contractor or program manager, is required. Demonstrated experience in weapon systems cost analysis and knowledge of the Planning, Programming, and Budgeting System (PPBS) process. (Weapon Systems can be hardware or software, or both) Demonstrated experience with acquisition management and financial management policies and procedures as they apply to the execution of weapon system acquisition. Demonstrated experience in application of financial management as a tool for managing contracts. Experience in SIGMA/SAP and/or Navy ERP procedures is required.
