Brief Description of the Job
Assists the Safety & Training Coordinator by providing administrative and technical support of safety and training programs for Public Works and other City employees. Trains employees for the Commercial Driver License (CDL) Operator Training Program. Assists with job site inspections. Manages the work management system, and assists with all necessary records to include tracking, filing, and forecasting as necessary. Works in conjunction with other staff to ensure all employees receive necessary safety training pertaining to their position. Completes all required documents and submits required information to SCDOT, OSHA, and other government entities as required. Assists with any safety-related purchasing needs to include getting quotes. Maintains record of daily work logs pertaining to Safety and Training Operations. Serves in the absence of the Safety & Training Coordinator. Assists as needed with Public Works in emergency situations and during storm and weather-related events.
- Job Duties
Provide Commercial Driver License Operator Training (25%): Train and prepare all new or existing employees for their Commercial Driver License pre-trip, skills, and road testing. Conduct classroom, and behind-the-wheel operator training. Conduct safety training programs using presentations developed by outside vendors and ensure that all instructional materials are appropriate. Update the Safety & Training Coordinator regarding recommended changes to training materials. Evaluate employee training progress using standardized evaluation tools and maintain record of progress. Work in conjunction with other staff to ensure employees receive necessary safety training relevant to their position.
Conduct Safety Related Training (25%): Assist Safety & Training Coordinator in providing confined-space training, trenching and shoring training, forklift training, blood-borne pathogens training, heat stress training, snow plow use training, and other training programs directed toward OSHA compliance. Conduct employee training pertaining to compliance with DOT, and other regulatory agencies.
Conducting Safety Inspections for Compliance (25%) Assist with job site inspections. Conduct safety inspections of Public Works facilities, and equipment to ensure compliance with regulatory agencies. Ensure that hazardous materials are properly stored and disposed of in accordance with policy and procedure. Maintain calendar of annual required regulatory training, testing, or auditing for maintaining OSHA and DOT compliance. Specialize in the area of Work Zone Safety and Traffic Control as outlined in the Manual on Uniform Traffic Control Devices. Assist in the development of safety policies and procedures. Assist with safety-related purchasing needs, and obtain quotes for prospective purchases.
Perform Regulatory Records Management Duties (25%) Manage the work management system, and assists with all necessary records to include tracking, filing, and forecasting as necessary. Assist with any safety-related purchasing needs to include getting quotes. Maintains record of all permits and OSHA reports for Public Works. Responsible for keeping records of employee training records. Works with Risk Management to ensure safety documents are in compliance and up-to-date.
Perform other duties and responsibilities as assigned.
Overall Strength Demands: Medium strength demands include exerting 20-50 pounds occasionally, 10-25 pounds frequently, or up to 10 pounds constantly.
Physical Demands: Continuously requires vision, foot controls, and hearing. Frequently requires standing, fine dexterity, walking, lifting, carrying, reaching, handling, climbing, balancing, bending, crouching, twisting, and talking. Occasionally requires sitting, kneeling, crawling, and pushing/pulling.
Machines, Tools, Equipment, and Work Aids: Multi-media projector, CDL trucks, overhead projector, VCR, TV, Flip Charts, and Smart TV
Computer Equipment and Software: Computer and PowerPoint, Word, Excel, and City Works.
Overall Working Conditions: Satisfactory: Occasional exposure to unpleasant environmental conditions and/or hazards.
Environmental Factors: Daily exposure to extreme temperature. Weekly exposure to wetness and/or humidity.
Health and Safety: Occasional exposure to mechanical hazards. Rare exposure to chemical hazards, electrical hazards, fire hazards, explosives, communicable diseases, and physical danger or abuse.
Primary Work Location: Office and outside on training site and roadways.
Protective Equipment Required: Steel-toed shoes, safety vest, hard hat, safety glasses, hearing protection, and tripod for confined spaces.
Frequently requires time pressures, emergency situations, and working closely with others as part of a team. Occasionally requires frequent change of tasks, performing multiple tasks simultaneously, tedious or exacting work, and noisy/distracting environment.
Formal Education: High school diploma or equivalent education is required. Vocational school training or Associates degree in related field is preferred.
Experience: Over two years of experience in safety training and inspection is required.
Driver`s License Required: A valid South Carolina Class B Commercial Driver`s License (CDL) is required. Must have or obtain South Carolina Class A Commercial Learner`s Permit (CLP) within 3 weeks of hire. Must have or obtain South Carolina Class A CDL with air brake provision and tanker endorsement within 3 months of hire.
Certifications and Other Requirements: Must hold or have the ability to obtain OSHA Authorized Trainer within six (6) months of employment.
