Contract Administrator / 500-916-07- CONTR ADMIN

Job Description:
Responsible for directing, planning and administrating a sound, effective, and fully compliant financial and contractual management program that includes accounting, budgeting, financial planning and analysis. Acts as the Company's focal point for day-to-day business management and directs all activities concerned with contracts for the purchase or sale of equipment, materials, products or services. Responsible for reviewing all contractual requirements, accounting for all financial transactions, and advising the General Manager on contractual rights and obligations. Demonstrates continuous effort to improve operations, decrease cycle time and streamline work processes, and works cooperatively and jointly to provide quality seamless customer service.

Qualifications and Requirements:
The incumbent must possess a Bachelors degree from an accredited institution in Business Administration, or a related discipline, and have a minimum of ten years experience in a DoD contract environment. A Masters degree and six years experience is preferred. Three years experience in a supervisory capacity commensurate with the position assigned is required.

The incumbent must possess the necessary leadership and management skills necessary to lead and direct employees within the Contract Administration Department. The incumbent must be able to communicate effectively with all levels of employees throughout the organization. He or she must also be able to develop and maintain strong working relationships with internal and external customers. The incumbent must be able to meet any Government/Company licensing/qualification requirements for the position and obtain the level of Industrial Security Clearance required by the Government.

The individual must be technically knowledgeable with respect to personnel systems/plans, and regulatory and statutory standards pertaining to accounting, finance, benefits, personnel, and labor relations. He or she must be thoroughly knowledgeable of Collective Bargaining Agreements, the National Labor Relations Act, and the Service Contracts Act. The incumbent must have a results oriented commitment to the continuing evolution of the program. This requires combining common sense, application of practical experience, and a technical knowledge base in developing, implementing and leading the Contract Administration Department in meeting corporate strategic and day-to-day objectives.

The incumbent must have thorough knowledge of and the application of quality tools. Must be knowledgeable of problem solving techniques and have knowledge of ISO 9002 Quality Management System. The individual must have excellent prioritization, organization, analytical and decision-making skills. Must be computer literate and proficient in Microsoft Office.
